Length: 1 Day (8 Hours) | 8am – 5pm – Check-in at 745am

Meals / Lodging: Responsibility of the participants agency.

Event registration will close 17 October 2025 in order to allow the instructor and facility adequate time to properly plan and prepare for student arrival.

Instructor: Juliana Vukonic-Herring (Criminal Investigator – SOIU)

Prerequisites: Students must be sworn law enforcement officers or currently serving in a law enforcement capacity as a member of the United States Armed Forces. Priority of registration is given to NC state and local civilian law enforcement officers.

Course Overview/Objectives:

  • Review and discuss what defines a Transnational Criminal Organization (TCO).
  • Give an overview of TCO’s and the different types of TCO’s along with their most common identifiers.
  • History of some of the most notorious Transnational Criminal Organizations to include but not limited to:
    • “Tren de Aragua” and their current operations across Latin America and in the United States.
    • “Sinaloa Cartel (CDS)” not only in Mexico but in some cities around the United States.
    • “Jalisco New Generation Cartel (CJNG)”, not only in Mexico but in some cities around the United States.
  • Review of U.S. TCO operations for the past couple of years:
    • Violence.
    • Recruiting.
    • Expansion into new territories.
  • Lucrative activities:
    • Money laundering
    • Drug trafficking
    • Arms trafficking
    • Human trafficking/Kidnapping
    • Break and entering
    • and more….
